			<description><![CDATA[<p>The second-prize winner from Virginia bought the winning ticket at a 7-Eleven in Norfolk just a few blocks down from where I work.  It&#x27;s right outside of the Norfolk Naval Base.  The Virginia Lottery already put a banner up announcing that a winning ticket was sold at the 7-Eleven.  The winner has yet to come forward.Knowing that someone was so close to winning in my hometown gives me more reason to hope</p>]]></description>
