			<description><![CDATA[<p>When in doubt, use 911 as an excuse. Stop auditing every one because of 911 makes no sense whatsoever. New York is a bigger state then New York City. I fail to see the relationship of 911 on a lottery ticket seller in Albany.The Lottery Division disputes the severity of the cases. For example, the lottery feels just 7 percent of retailers owed state taxes   less than third of what Hevesi reported.Who do you believe?
