Some states allow split pairs. There might be a state that doesn't allow betting on pairs. And of course Massachusetts has a 4-digit number where you can play only ONE digit.

That's a good point. And another thing, Pick 3 can be a hard sell because it's quite complex compared to Lotto-type and even PB-type games. You've got to pick 1 number from 0-9, then do it 2 more times. And there so many ways you can play it, Straight, Box, Straight/Box, Pairs, sometimes Combos.

Most daily numbers game in the Western US don't sell very well - especially when compared to the East Coast and MidWest. CA leads the pack at about 7 cents weekly per capita - the rest do about 2 or 3 cents in Pick 3 and I can't even think of a Western state that offers Pick 4 (Oregon?). I know you do. Interesting that Colorado has had a lottery for years, but they STILL don't have a pick 3.

After four weeks of scratch-offs, the Oklahoma Lottery has diversified on schedule.In a Tuesday meeting, the lottery's commission approved the sale of online tickets.
