The North Carolina State Lottery Commission's planned trip to Tennessee appears to violate open meetings laws, some lawyers argue, although the commission chairman disagrees.At least five commissioners are going to Nashville, Tenn., on Friday to tour the Tennessee Lottery headquarters.
