			<description><![CDATA[<p>Counterpoint -Nothing in the allegations and charges have anything to do with conduct of the the drawings, whether balls or RNGs. They only referred to how the revenues from the lottery were expended. Having a ball drawing instead of RNGs wouldn&#x27;t have altered this a bit.glj</p>]]></description>
