People will cross state lines and play other lotteries or play by subscription,  as with the Massachusetts lottery, that only raises revenue for other states. People who don&#x27;t like lotteries don&#x27;t have to play.</p>]]></description>

Can we depend on the generosity of citizens like 911 and the great out-pouring of generosity for Hurricane Katrina?
