The state puts the lottery money into the education system, but takes out an equal or greater amunt from somewhere else in the education system.</p>]]></description>

			<description><![CDATA[<p>I&#x27;m with you NCPicks.  Granted NC has struggled to even get a lottery and it was quite a feat.  I thought a miracle had happened.<br /><br />Many mistakes were made, but just think, they had to develop a startup while carrying a big stick. I even thought about boycotting it but I&#x27;ve changed my mind.  I really think they have done good considering the mentality of the people in charge and the opposition.<br /><br />It&#x27;s my home team, like the Hornets were.
