I don't think Powerball allows that.You could check their by-laws to be sure.You may be able to find that info at powerball.com

I wonder what would happen if NC or any other PB jurisdiction had higher or lower prizes than the other states. For the record, California has pari-mutuel prizes for all nine levels in Mega Millions, but the overall payout percentage is still 50%.

If/when NC starts the Powerball game they will pay-out the same amount for teir prizes as any other state.

Charlotte (Mecklenburg County) is the largest city in NC. Raleigh have the best museum in NC though and is the capitol.

It would seem then that NC already has a reputation of having a lower payout than the surrounding states. Often the best sales come from counties on the state line.

All the counties mentioned have major cities in them.Guilford county has Greensboro.Durham county has the city of Durham.Orange county is the home of Chapel Hill.These are large population counties.

The North Carolina Education Lottery sold more than $100 million worth of lottery tickets in its first month of operation, and Wake County brought in more sales than any other county in the state.

According to data released by lottery officials on Monday, Wake County sold more than $7.6 million worth of lottery tickets in the games' first month, topping second-place Guilford County by more than $1.87 million or about 32 percent.
