			<description><![CDATA[<p>You have to buy a ticket for it to be a lottery. It&#x27;s a giveaway not a lottery. The only real problem is the odds that the  winner  would be discovered to be non-existant or a non eligible voter. If they want to combine it with photo ID to vote it is an OK idea. Otherwise the only thing that will be shocking about it will be the paucity of winners who should have been voting in the first place.</p>]]></description>
