The story has not enough information. She altered tickets but then she scanned the tickets? Did she try to change the serial numbers and then hope the number came up as a winner? Is anybody that stupid? Stupid question

A northern Kentucky woman has been indicted for allegedly altering lottery tickets.

Catlettsburg convenience store employee Barbara Steele of Ashland was indicted by a Boyd County grand jury last week. Steele, 26, faces one count of lottery fraud, a crime punishable by five to 10 years in prison.
