			<description><![CDATA[<p>I agree that it&#x27;s against the law. However, that being said, are they serious in that they are wasting money into a  sting  operation to stop the selling of lottery tickets to minors? I think the govt&#x27;s money could be better spent on that. After all, here in Charlotte, we have nothing but a top-10 murder rate, drug houses throughout the city, and hookers on every corner, especially those next to the liquor stores and pawn shops. 			<description><![CDATA[<p>If they are under age then how can they cash in a winning ticket.  If it was caught, is that not fraud also?  Or is it okay to give the ticket to a person who is older and claims the money as his own  Maybe this is a dumb question but with all the video survellamce out there now I am wondering if the person who buys the ticket is required to cash it.<br /><br />In thinking through this again, I guess whoever brings it in is entitled to the proceeds. 			<description><![CDATA[<p>Fourteen Western North Carolina lottery retailers were cited for selling tickets to minors in the state&#x27;s first test of the underage law, according to state Alcohol Law Enforcement Division records.<br /><br />A two-month investigation done in August and September randomly checked 348 retailers statewide.
