I agree that it's against the law. However, that being said, are they serious in that they are wasting money into a sting operation to stop the selling of lottery tickets to minors? I think the govt's money could be better spent on that. After all, here in Charlotte, we have nothing but a top-10 murder rate, drug houses throughout the city, and hookers on every corner, especially those next to the liquor stores and pawn shops. If they are under age then how can they cash in a winning ticket. If it was caught, is that not fraud also? Or is it okay to give the ticket to a person who is older and claims the money as his own Maybe this is a dumb question but with all the video survellamce out there now I am wondering if the person who buys the ticket is required to cash it.

In thinking through this again, I guess whoever brings it in is entitled to the proceeds. If it is a major win I guess who ever signs the ticke... [ More ]

State law prohibits teenagers from buying or cashing in winning lottery tickets... this would mean lottery players would have to be at least 20. No state has this minimum. Later it does say that the minimum age to play the NC Lottery is 18.

Fourteen Western North Carolina lottery retailers were cited for selling tickets to minors in the state's first test of the underage law, according to state Alcohol Law Enforcement Division records.

A two-month investigation done in August and September randomly checked 348 retailers statewide. Of those, teenagers were successful 98 times in buying $1 scratch-off tickets.

Thirty-eight of those stores are in Charlotte, 33 in Raleigh, 13 in Greensboro and eight in Greenville.
