			<description><![CDATA[<p>The budget estimates that the lottery will generate $438 million in profits if changes are made to shift more ticket revenue toward prizes. The move would help boost instant-ticket sales and raise more money for education, Easley has said.<br /><br />I suspect they knew this all along but decided to try and push it through after the fact to aid getting the lottery bill passed. They should have done this from the get-go. The business lost to other states may not all be won back now.</p>]]></description>
