			<description><![CDATA[<p>Are ticket&#x27;s serial numbers scanned into the registers when sold? I was told they are inactive until scanned in. Maybe tickets sold are recorded and then missing tickets can be cancelled. Who gets away with lottery ticket theft in the end? Except retailers who steal from customers. Sad.</p>]]></description>
