The biggest problem with the raffle concept is that people buy one ticket then realize when they don't win it was a waste . They don't buy again.

Is this bad news for future raffles, either in Indiana or in other states who are considering one but watching the results other states have?

I used to enter the raffles for the $350,000 St. Jude's dream home for $100. The limit here was 7,000 tickets up for sale. The first year they got them all sold but the 2nd year they only sold a little more than half and there was no 3rd year. I'm very disappointed because it was fairly good odds and lots of fun.
