			<description><![CDATA[<p>The first-ever state lottery raffle will be held later this year to mark the 20th anniversary of legalized lottery games in South Dakota.<br /><br />Lottery Advertising and Public Relations Director Mike Mueller says 100,000 of the $10 tickets will go on sale September 30th.<br /><br />The drawing for the top prize of $250,000 will be held on New Years Eve unless the tickets sell out much earlier.
