			<description><![CDATA[<p>So what keeps the clerk from punching in his/her PIN when the village idiot buys a ticket?He/she will still be able to steal the village idiots money.<br /><br />The solution isn&#x27;t assigning a PIN to store clerks.Harsh prison sentences for the thieves might be a better solution.You have to give the store clerk some incentive NOT to steal...a mandatory 10 or 20 year jail sentence might just be that needed incentive.</p>]]></description>

			<description><![CDATA[<p>merchants would have to punch in their PIN before buying personal tickets<br /><br />blah, blah, blah ... then they&#x27;ll only  fraud  a little bit?<br /><br />Caesar&#x27;s wife must be above suspicion. OLG should use this opportunity to rid itself of those retailers who cannot understand this concept. Then they certainly won&#x27;t buy or redeem winning tickets at their own stores.</p>]]></description>
