			<description><![CDATA[<p>If the state lottery did create a special scratch-off game just for the city of Worcester to fund their schools, all the other Massachusetts cities would want one too. The state lottery could do that or just continue to fund all the city schools from lottery proceeds.<br /><br />Next week the city of Salem will ask the lottery for a Salem only raffle.</p>]]></description>

			<description><![CDATA[<p>No other state lottery game directs proceeds directly to a single municipality.<br /><br />If it&#x27;s a game that&#x27;s only sold in one city it wouldn&#x27;t really be a state lottery game would it? Of course if the state lottery commission has to be involved I expect they&#x27;ll see something out of the deal. There&#x27;s also the matter of how the state will view a game that would be competing with the real state games.</p>]]></description>
