I hope they are smart enough to keep the language simple...

Payouts shall be at least XX (like 55%) of sales

The games shall be operated so as to maximize net dollar proceeds to the beneficiary .

This is the best way to avoind most of the pitfalls other lotteries are still dealing with today. You don't want to have a new piece of legislation every time you want to add or change a game.

I'm really shocked that Arkansas has a lottery. I am hoping they decide to go with MM for a multi-state game.

In Arkansas, the lottery is one of the biggest issues of this legislative session.

Speaker of the House Robbie Wills filed the first bill related to the issue, but it didn't have much in it. That's all about to change.

The speaker has been working on this very large document for months; in fact, he says he's learned more about how lotteries run than he ever thought he would.

It's in two parts: how the lottery operates and how the scholarships are funded and distributed.
