			<description><![CDATA[<p>It seem like it really sick having a lottery in Arkansas given the that they are the poverty sticken state in the union. How do they plan to pay for the lottery with food stamps or 2wks pay. Please tell us why they only helping the college level of education is that because they know there will be an very low number making it to the high education.Apparelly children to be help from early childhood that the foundation of education.</p>]]></description>

			<description><![CDATA[<p>The Arkansas House and Senate on Monday passed each other&#x27;s identical versions of legislation to set up Arkansas&#x27; lottery to fund college scholarships.<br /><br />The House voted 94-0 to approve Senate Bill 26 by Sen. Terry Smith, D-Hot Springs, and the Senate voted 34-0 to approve House Bill 1002 by House Speaker Robbie Wills, D-Conway.
