			<description><![CDATA[<p>Income tax in DC is 8.5%, which he would have to pay anyway at the end of the year anyway, they are just getting it upfront (still kinda pathetic that they would change the law based off of one guy). DC considers lottery winnings personal income, so eventually he would have to pay it.
