			<description><![CDATA[<p>I guess that comment pretty much proves his point about most people not understanding. For anyone who doesn&#x27;t undertand, all businesss have to spend money in order to make money, and when a business is started money has to be spent before any money starts coming back in. In the case of a state lottery, it would have to be run incredibly poorly in order to not turn a profit. A well run lottery will generate more profit for every dollar spent on expenses. If we&#x27;re gonna have a good set up we need smart and capable people running it. This guy seems to know what he&#x27;s doing so i say let him do it.<br /><br />So far he&#x27;s been jumping on every positive opportunity since he took the job.
