Michigan does it all the time. They have what I consider to be the best mix of raffles.

I like your idea of the multiple 100k winners instead of the 4 millionaires.

Wish somebody would do that with a raffle sometime.

LOL I love what you write,I know I will laugh.Great personality,Now if I was in charge of a lottery office, my state would be different to all others.I would give everyone a chance to win money not just a select few.There would'nt be 4 winners of a Million.It would be 40 winners at 100,000,or something to that effect..maybe 80 at 50,000...More people would play more x more.....These lottery scratch offs too...I know the reasoning behind Tennessee Millionaire Tickets,but thats like looking in a o... Well, as usual I can't find my ticket number that I wrote down somewhere. My daughter picked up a ticket for me and I see there was a $1000 winner at the store she bought it from so there might be a chance anyway.

The Illinois Lottery held its fifth-ever Millionaire Raffle drawing yesterday the second on Halloween which instantly created four millionaires.
