			<description><![CDATA[<p>Larry Niswender was promoted Tuesday to interim director of the Oregon Lottery.<br /><br />Niswender was named by Gov. Ted Kulongoski to succeed Dale Penn. Penn was named by Kulongoski to a Marion County circuit judgeship.<br /><br />Niswender has been at the Oregon Lottery since September 2005, when he became assistant director for support services and deputy director under Penn.<br /><br />His commitment to serving taxpayers and his leadership experiences in both the legislative and executive branches of government</p>]]></description>
