Yes, it is a voluntary tax.

But as you know they like to tax the tax as much as they can get away with.

They do tax winnings and now they might also tax lottery sales, that is the buyers will pay the tax.

You pay the tax when you buy the ticket and at the same time pay sales' tax on the amount of the sale and later if you win pay a tax on the win.

Taxed 3 times, if bought online, pay an online gambling tax, now tax the tax 4 times.

Clyde Barrow, a gambling expert at University of Massachusetts-Dartmouth, said states rationalize gambling as a voluntary tax because nobody has to gamble.

I'd love to know what his girlfriend's name is.

If they would allow and tax all online gambling from USA to else-where, maybe they could get a little more money in.

Not everybody plays online, but the ones who do are not being taxed right now.
