I can't speak for all the other states but I know Illinois has offered a St. Patrick's Day and Halloween Raffle for several years now. I did the math of Illinois' raffle and they award 50 percent of the proceeds and the other 50 percent is returned to the players. So in dollars, they offer 500,000 raffle tickets at $20 a pop which nets a cool $10 million, and $5 million goes to prizes as there are 4 $1 million top prizes, 5 $100,000 prizes, and 500 $1,000 prizes. Are the state lottery raffle drawings making a comeback? It seems that the raffles were popular a few years ago when they first emerged. Then, they seemed to decline after many states had trouble selling out all the tickets in a timely manner.

Does anyone know if the state lotteries have started to structure these raffles any differently in order to make them more viable? If so, what have those changes been?

Illinois also had a St. Patrick's raffle....against my better judgement, I purchased one of those tickets (I have played like 5 times and never won even $1,000). I also noted that the RNG picker selected heavily from the beginning and the ending and less so in the latter middle where I purchased my ticket. So I guess the strategy of waiting up until the final days or the buying at the beginning was the way to go. In any case, I think I would rather wager $20 on the MegaMillions drawing tonight... The Oregon Lottery today held the state's sixth raffle drawing the third it has held on St. Patrick's Day.

The appropriately-named St. Patrick's Day Raffle resulted in one new millionaire and over one thousand other prize winners.
