			<description><![CDATA[<p>I can&#x27;t speak for all the other states but I know Illinois has offered a St. Patrick&#x27;s Day and Halloween Raffle for several years now. I did the math of Illinois&#x27; raffle and they award 50 percent of the proceeds and the other 50 percent is returned to the players. So in dollars, they offer 500,000 raffle tickets at $20 a pop which nets a cool $10 million, and $5 million goes to prizes as there are 4 $1 million top prizes, 5 $100,000 prizes, and 500 $1,000 prizes. 			<description><![CDATA[<p>Are the state lottery raffle drawings making a comeback? It seems that the raffles were popular a few years ago when they first emerged. Then, they seemed to decline after many states had trouble selling out all the tickets in a timely manner.<br /><br />Does anyone know if the state lotteries have started to structure these raffles any differently in order to make them more viable? 			<description><![CDATA[<p>Illinois also had a St. Patrick&#x27;s raffle....against my better judgement, I purchased one of those tickets (I have played like 5 times and never won even $1,000). I also noted that the RNG picker selected heavily from the beginning and the ending and less so in the latter middle where I purchased my ticket. So I guess the strategy of waiting up until the final days or the buying at the beginning was the way to go.
