These agencies operate outside of the state&#x27;s budget. Lotteries are separate entities in and of themselves. In all the states with which I am familiar, the lottery is just such an agency. Their money comes from the selling of lotto tickets. Employees and ticket sellers get paid from the funds they (and not the state) collect. It was shut down due to failure to pass a budget. The US Constitution says that money cannot be spent from the national treasury unless it&#x27;s appropriated by Congress. It&#x27;s likely that every state constitution has a similar provision that only the legislature can authorize spending money.
