			<description><![CDATA[<p>I had always assumed that bearer instrument was a pretty black and white deal: you have a ticket, you sign it, you claim it. But if you think about an extreme case like an unsigned ticket being in a stolen car or stolen purse, then I wouldn&#x27;t want the person to claim it. I don&#x27;t think it is too unreasonable to ask the claimant how they came to possess the ticket.<br /><br />I was jogging earlier this week and found a MM ticket and scooped it up and brought it home. 			<description><![CDATA[<p>Totally agree with PERDUE on this one. Ticket was presented, validated and view of camera of the ticket being purchased was also there for the Lottery Commission to see. And it&#x27;s true, this is setting the stage for Big Brother to claim reason NOT to pay out on these types of payouts....<br /><br />It should have been paid out...
