lol The only thing you can do is check their bar membership (most are online) and make certain they have do not have a disciplinary record and they still have a license to practice. There are some unofficial rating systems but they are pretty meaningless and 99.99 % end up with the same rating.

It's not likely to be a case of stealing the ticket from the rightful winner. First, the lottery said lottery players didn't get the chance they should have had to win that prize .
