Your guess is as good as mine as to how many customers each clerk sees in a month so they might not remember if a person who paid for groceries using a EBT card last week was the same person buying lottery tickets with cash today. Some busy-body bystander who knows the person is on welfare might rat on the clerk that didn't really know if it was the same person.

Do you have any problems with laws that penalize you if you knowingly buy stolen property? It's basically the same thing. The proposal had no requirement for clerks to try and find out if somebody is on welfare or in bankruptcy. It would only have been illegal if they know the person is on welfare or in bankruptcy.

Unfortunately it's too easy and dirt cheap to make a kid. Then the government gives you a fat tax deduction if you've got income, plus a gift of $1000 for each kid. That's one of the things that make it possible to earn enough to get by and still not pay any income taxes.

Whats sad about the story is that it can't stop these people from playing obviously, but it can stop them from collecting any winnings over $600. At christmas time many families put scratch tickets and powerball drawings in family members stockings and what not. Now if some poor sap actually hits one of these things but is on assistance, they themselves won't be able to cash it in for themselves. Something very important is being overlooked here.

Since the states enjoy a 50% edge in most lottery games, on average, 50% of the money spent by welfare recipients on lottery tickets will end up right back in public funds!

What else could a person on welfare buy that benefits taxpayers so well?

I would rather people on food stamps not be allowed to have children...that might bring down the number of people in NC on food stamps from 1.7 million down to 50,000 over the years. If someone can't afford food how can the afford a kid?

Allow them to buy the lottery tickets, if they win the money goes back into the food stamp program.

Good argument on both sides of the spectrum here, guys. Sure, it is the so-called government money that we pay with our taxes. However, the lottery can't physically destroy you. This reads fair, zephbe, as long as the lottery headquarters only checks and withdraws these monies for an individual who wins over $250K gross. If yes, welfare programs and food stamps are instantly ceased, yet individual not required to pay back government for monies received and probably already spent when they had lower income before the lottery's claim form was submitted.

If you have money to play th elottery then you don't need help from the rest of us to buy food or pay your rent.

You can substitute the words, cigarettes, alcohol, cases of pop, bags of potato chips, etc. and most will agree with you. However, the legislation isn't just about what people on welfare buy, but the vendor selling the lottery ticket would be penalized if they knew the person was on welfare or in bankruptcy.

Let's look at the Bankruptcy in this proposed law. Are you going to tell me the Board of Directors @ GM would not be aloud to buy Lotto Tickets. Give me a BREAK. It will never fly. I just visited North Carolina and was astounded when the lottery kiosk asked for a North Carolina driver's license to purchase a scratch ticket. Do they want to sell tickets or not?

As for welfare recipients and bankruptcy litigants, winning the lottery could change their fate. Also members of either class can get somone else to purchase the tickets or buy them from another venue. They can also say if they won that the ticket was a gift.

1. North Carolina welfare recipients will simply travel to South Carolina, Virginia, or Tennessee to play. If they win in one of those places, there is nothing stopping those commissions to giving them the money they rightfully won.

I would hope so, in the case of when one is granted a Chapter 7 Bankruptcy!!! In this case, the citizen's submitted/listed debts are discharged -- not 1 penny was spent by the government to pay back any creditors OR to give the bankruptcy recipient any future living money, housing money, medical/dental aid, employment aid, or food stamps -- the bankruptcy recipient paid for their bankruptcy status request to be CONSIDERED by the multiple county judicial employees though

I can't see how this is enforceable, since there's no way to tell if someone is on welfare or not unless they admit to it. I think it's just an elected official trying to score points with his constituents, regardless of if what he is going to do will be effective or make a difference.

The system is broken. A girl I worked with actually confessed her wish to be layed off so she could collect. We also have sleazy doctors who will sign bogus disability forms that allow young men n women to collect foever. Obesity is a disability nowadays o_O. Meanwhile the Chinese are putting it in an average of 12 hours daily on their jobs. Its only a matter of time before they claim a portion of Idaho as its been rumoured.

Hi, I agree to let them pass that law,when there is a LAW passed,saying ALL POLITICIANS are banned from all Lottery purchases in ALL STATES until the State Budget is BALANCED.Seems All POLITICIANS have no problem running cities/states/towns into debt,then going to taxpayers to bail them out seems to me like WELFARE for POLITICIANS.

In New Jersey, welfare recipients who win the lottery have to pay back TANF and Section 8 funds and any overpayments from other social welfare programs that were awarded to them... On another note, how are vendors going to [know] the person was on welfare or in bankruptcy

Why would they ban the poor?

I seen where a government agency declared someone mentaly incompetent to take care of their own financial affairs when they were asked if they played the lottery. The person replied he played like maybe 5 or ten dollars every 2 weeks on the lottery. The goernment agency declared him having a gambling problem and his financial affairs received from that agency was put into the hands of a guardian.

The government will do what they want when they want.

This will be a very big joke for America. first and foremost what makes any one think they can also stop their crack head girlfriends not on welfare from buying the ticket for them.
