Now that California will be selling Powerball, I think we'll be getting to these levels a lot faster each time. This was only the 13th drawing in the series and sales were elevated compared to prior buildups, which typically took 15-16 drawings to get to $300M

There are video cameras all over the place. I'm sure the lottery officials know the exact time and place the winning ticket was purchased so it would be a matter of reviewing the surveillance footage to see who bought the ticket.

yeah its a war zone at my local gas station. somebody dropped a set of tickets on the ground and they look good. so i picked them up. Lets say these won- would I automatically lose my payout if somebody said they are theirs (even tho there isnt sufficent proof) ?

The Wisconsin resident was referring to his net amount after the additional Federal taxes are paid. Only 25% is initially deducted for Federal taxes which is another prime reason why so many Lottery winners go broke. They simply have no clue that additional taxes will be owed when they file their returns.
