If the lottery was fixed and they can pick when and where the jackpot is won, then why would they bother with the format change to make the game harder to win?

how would California winning Powerball mean the lottery is fixed? California has never won Powerball ever.

Have you heard in October Mega Millions is going from 5/56 + 1/46 to 5/75 + 1/15? If the lottery was fixed and they can pick when and where the jackpot is won, then why would they bother with the format change to make the game harder to win?

There was no jackpot winner in the Saturday night drawing of the multi-state Powerball lottery game, causing the grand prize to increase to an estimated $235 million for Wednesday's drawing.

Saturday was the 10th consecutive drawing without a jackpot winner. The jackpot run started June 26 as a $40 million jackpot.
