			<description><![CDATA[<p>I have a number of friends and acquaintances who have occasion to interact with the local DC government and they said it is impossible to get paid without a ton of effort. They have to send and resend invoices to get paid. I asked one time what the problem was and was told it was just sheer incompetence. The DC government makes the fed. govt. look good in comparison.</p>]]></description>
