They are going to increase their chances of winning without facing other random events.Your odds of getting hurt while buying a lottery ticket are higher than winning.

Maybe they can make it work anyway. It is possible that the people who go to the Indian casinos will throw their money this way too.

I am thinking that maybe next month, I should drive the 100 or so miles just to buy a ticket in Wyoming, just because.

As of 2012, Wyoming's population was 576,412. Wow, some of the smallest mid sized cities in America have a bigger population then that of the entire state of Wyoming. I don't know how they are going to be able to make the lottery work there. I wonder how much research did Wyoming put into this before deciding to go ahead with it
