Hopefully somebody told Wolf they need yearly lottery winnings of $489 million to generate $15 million in new revenue or maybe he was told someone in PA will win a $489 million cash value jackpot every year. Pa lottery winners over $600 won't get much sympathy from horse racing, bingo, and casino winners and will get none from the non-gambling residence.

The TWO refers to states that have income tax but do not tax lottery winnings. FL has no income tax but don't worry they make up for it in outrageously high property taxes. I have paid the original value of my house in Hollywood almost two times over in property taxes

Pension income is fully exempt in Pa, while there are no exemptions on pensions in the other state. Seniors lottery winners are exempt from California state taxes, but must pay full taxes on pensions.

SS and pensions are exempt from Pennsylvania state tax so a tax on lottery winnings and a 0.7% increase won't effect them. How many PA players win prizes over $600 every year

I might be...MIGHT BE.... tempted if I won a large jackpot lived in PA. to have a press conference and say, Now that our governor and legislature had decided to tax our lottery wins, I will be moving out of this state. One of the two states that doesn't tax lottery winners has a $2 billion deficit. It's Pennsylvania. The other has a sales tax that's 25% higher than Pennsylvania's, and a maximum income tax rate that's almost 4 times as high as Pennsylvania's.Even if Pennsylvania does start taxing lottery winnings, residents of every other state with an income tax would still be better off winning the lottery as a Pennsylvania resident than as a resident of whichever state they live in now.... Here's the flaw. When states want to pass a bill to approve a lottery they use - or have used for states with them - the very same argument for having a lottery, to help with a budget deficit.

And this is why one should always take the lump sum. Whenever there's a need for a state and/or federal government to come up with more money, they go after lottery winnings first. Over the course of 30 years those installments are going to get smaller and smaller.

We just had a vote here in Michigan on tax increases and the voters told the greasy greedy pigs in Lansing to F*ck Off!

The proposal got shot down by a 4 to 1 margin.

It does make you wonder what the H3LL they are doing with all that money we are already giving them.

The Michigan proposal was probably typical of all states in that it was a Rube Goldberg style shell game swindle.

I believe zero taxes. People can give you up to $14,000 annually w/out them having to pay taxes on it. I'm fairly certain you wouldn't have to pay any Federal taxes on it either, but that's fairly certain, not for sure. I think there's one state that taxes gifts, but I can't remember which one. Wasn't mine, so I didn't care.

if I could get 1 million people to send me $100 dollars each how much would the taxes be? Only because the state touches the money is it taxable. it's absolutely unfair. the money I bought my lottery ticket with was already taxed, as was all the other lottery money involved.

Perhaps the two states that don't tax lottery winnings do not have a massive budget deficit. If that's the case, then it's a no-brainer that the other 48 states should do what those two states are dong to manage their budgets.

PA's state tax is a flat rate 3.07% which means almost $489 million in prizes over $600 must be paid out to generate $15 million next year. It won't solve the state's monetary problems and will probably only make a dent.
