He was responding to what the players want -- and obviously players have been responding positively through increased sales.<br /><br />It is the legislators in almost every case (in every state) who don&#x27;t understand the lottery or lottery players, and are making political decisions based on things that have nothing to do with the lottery -- or the lottery players&#x27; wishes. 			<description><![CDATA[<p>Van Petten, is correct. In part it is a breach of contract with their vendors. Minnesota Lottery can be sue for the vendors losses. Or sued for the amount of money the vendors should have been given, if the contact was successfully finished.</p>]]></description>
