			<description><![CDATA[<p>Failure to get a guilty verdict doesn&#x27;t mean there wasn&#x27;t an inside job. It just means they couldn&#x27;t prove to the jury that it was an inside job perpetrated by Tipton.<br /><br />Considering that the lottery appears to be making the embarrassing admission that their official position is that it&#x27;s entirely possible that an employee was able to tamper with the drawing computer, such tampering seems like a very plausible explanation.
