Arkansas selling Lottery tickets since 2009 and now wants to sign a contract with a UK lottery consultant firm?

That's a generous incentive compensation of at least 12.5% above $72.28 Million of their lottery's adjusted operated income, in a fiscal year ,

and 13.75 % of income between $80-$90Million,and 15% above adjusted operating income above $90M without seeking bids?

Arkansas Lottery officials sign contract with Camelot for business plan

Arkansas officials signed a contract Monday with lottery consultant Camelot Global Services, which will develop a business plan for the state lottery and help implement the plan, a spokesman for the state Department of Finance and Administration said.

Lottery Director Bishop Woosley and finance department Director Larry Walther signed the contract, said spokesman Jake Bleed. Camelot has offices in Philadelphia and London.
