I know I'm late on this...I was there at the lottery office in valley to turn in a winning daily 3 ticket and he was there. He told me and others who were there he was waiting because they were examining the ticket for him...He told us he had the winning ticket and how many millions it was..He said where he sat the ticket in his home the heater was on and when he went to look at his ticket because it was near the heater it got damaged...He showed it to us and I think I saw one number... NY doesn't require residency, but at the time of submitting a subscription you and your electronic device have to be physically located in NY state.

I tried buying a subscription and it let me put in my citizenship and foreign address no problem, but their database provider couldn't process my identity. quite disappointing really.

Agree 100%, best of my knowledge there are only four states that offer this. The best one is Massachusetts since it does not have residency requirements though you have to have a resident buy national tickets for you. I know, that's what I do yearly. NY, MD, VA all have residency requirements and someone correct me if I'm wrong will not mail tickets to out of state residents unlike my home state of Massachusetts. There may be other subscriptions, just unaware.

The best way to avoid situations like this, is to play by subscription. More state lotteries should offer a subscription service, which would not only give security to players, but would boost sales.

Many people who don't want to line up at stores and people on vacation, would like the opportunity to participate by subscription. California doesn't offer such a service, hopefully it will in the future.

Do not tear up your tickets. You could be looking at old numbers from past draws.

Do not iron your ticket.

Before I copy my ticket I will make a practice run with a loser. Just to be on the safe side.

Treat your tickets like cash and maybe even better than that.

I create a diary of where, when, and who was at the store. All of this could come in handy when interviewed by Security at your validation day.

Here are so things that make the numbers melt like that, I saw some tickets like this. A friend like to bless her tickets with , Blessed Oils , Gambler Oil, ect... all this oil if left on your fingers you touch any other part of the ticket except the corner melt the black ink on the ticket. If you work in a body shop [cars] or a shop that use any type oil don't lay the ticket on the counter. Don't put tickets under scented oil candles. Players Club card is the only way to avoid these situtations. I said it before, Sweden have done this in a good way. The revenue goes down a bit in the begining. In short i can tear up my ticket when I leave the store ( of course I don't) and the winnings will still be credited in my bank account after a period of time.

Those red numbers on the back of the ticket are enough proof of the lottery numbers on the front of the ticket. I mentioned this here before. One of my lottery pool members was copying the tickets for our group and one of the tickets came out black on the side where the lottery numbers are. He called the lottery office and was told they could use the red numbers on the back to check the numbers on the front.

Meanwhile, a Los Angeles County man said he has the winning ticket and has already turned it in to lottery officials who have rejected it as being too damaged to be reconstructed.

If the lottery had a player's club card, it would benefit both sides, it would solve the issue one way or the other.

I don't know about California but Ohio uses those red numbers to identify the roll of paper and the position of the printed ticket on it. They would know which store used that paper to print that ticket.

Why couldn't the Lottery use the 863255334 on the ticket it was purchase on a Sat. and see if it match what was print at the winning store. No two tickets have the same number, see if it is a fraud that way

Use to be a person making a claim of winning a jackpot without a ticket was assisted by the states to prove his claim but with so many false claims now days it's up to the claimant to prove his claim and states to make sure he's not lying.

This guy is blatantly dishonest and the CA lottery did the right thing in rejecting it. The guy needs some time-out in a jail cell for awhile.

BTW, in the lower part of a CA lottery ticket there is an number starting with the letter R that identifies the retailer who sold the ticket, another number for the ticket itself, a bar code, and on the back a serial number in red ink. All of these numbers play a part in the validation process.

No, but the 30 is the only number on the ticket that actually looks like the number he claims it is. That means the only possible way for him to claim the ticket has all 6 numbers is by claiming the 33 is in the wrong place.

Remember: you won't collect any prize you didn't win if you never claim that you won it.

I have my doubts about this guy. One of the first actions taken by a jackpot winner is too make copies of the ticket and to put purchased tickets in a secure place where the tickets will not be damaged prior to the drawings. Unless the 7-11 has video footage of the guy purchasing the ticket, he is up the creek without a paddle and sinking fast

Since the ticket is damaged. There is one thing not damage on the ticket It's on two places on the ticket. All lottery office headquarter keep a ledger on winning tickets. If you were doing a audit on that lottery. The lottery all way knows what tickets are sold , ship out to retailers etc. What left in ticket in any game. If the picture is that of his actual ticket, I would think those numbers would be enough for the lottery to know if this was the winning ticket. The picture is taken from the back side of the ticket and the out of order numbers were printed on the ticket by hand. At this point I'm inclined to believe the guy may be trying to scam the CA lottery. In any case, this ticket is too damaged to reconstruct. He shouldn't waste attorneys' fees trying to fight this losing battle.

I've been playing the Mega Millions and the Powerball game for years now and never had a lottery ticket in such bad shape. I seen some red serial numbers on this ticket that were backwards, so I took a mirror and could read 863255934. I don't know if these numbers can be traced back to the winning ticket but it's just an idea. Well, in just a few hours, it looks like the schools of California will win on this one. At least with the Shroud of Turin you can make out a shape - this is plain guesswork .With our State fiscal Budget crisis- I seriously doubt he will get a penny. The State lottery want you to produce a ticket if you claim you won, not something that requires carbon dating. Sorry Sir.

I saw that, too! I havent seen a ticket with out of order numbers. Ive never played SuperLotto Plus, so I dont know if maybe their tickets can do that, but that did strike me as odd that the 33 was before the 30.

I agree, but also agree with Mr. Todd who's just stated that he finds it unusual that the Calif. Lottery would immediately destroy the ticket that they do now have.

Still, to the claimant: Why did you wait so doggone long?

It is unfortunate for the claimant. I read elsewhere on here, that he was a prisoner of some sort.

Anyway, it looks like the ticket was in his fading jeans, and got the ticket all messed up.

I don't know. I just dont know. If the ticket is not awarded, there is going to be some lotto player

in need of psychiatric help. And, rightfully so, even though they should have taken better care of their ticket.

I've had lottery tickets end up looking like after setting on a hot dash board in my truck but I would think with the paper roll numbers still in tack and tests for heat sensitive paper they could come up with a better explanation.

I would think the lottery would have some kind of document retention policy under which they would hold on to all paper documents (including this damaged ticket) for a certain length of time before scanning/destroying them. Strange that the lottery would immediately destroy paper documents.

A man who claims he purchased the winning $63 million SuperLotto Plus ticket purchased in Chatsworth has taken legal action to be declared the winner as lottery officials continue their search for a last-minute winner.

The winning ticket for the Aug. 8 drawing was sold at the 7-Eleven store located at 20871 Lassen Street and whoever bought that ticket has 180 days to claim their prize, Lottery Post reported.
