I'm not sure the ticket price is correct in the article, thelotter sells 6 lines for $20 and they often charge 2.5x so more correct would be $8? Lost in translation?

Edit. One line cost 100 rubles, so the winner must have bought a ticket with 18 lines.

A resident of the Siberian city of Novosibirsk has won 350 million rubles (US$4.7 million) Russia's biggest-ever lottery prize, the state-run lottery Gosloto said in a statement Monday.

The name of the lucky winner is unknown because he has yet to claim the prize, Yulia Gavrishova, a spokeswoman for Stoloto, the distributor of state lotteries in Russia, told government daily Rossiiskaya Gazeta.

The man bought his lucky ticket in a Novosibirsk retail outlet.
