These occasional players often only know that there is a big jackpot when the media reports on it. Minnesota and Wisonsin were nearly identical in economic terms in 2010, but Wis voted Republican and Min voted Democrat for Gov. The odds don't change, only the jackpot amount does. I read somewhere that people start really buying when the jackpot is over 50% of the largest jackpot they ever saw. For the past 4 years it was the 656M jackpot so 329M and above got people interested, now it'll need atleast 700M to get to that level. Although with the way the games have been acting, it's easily conceivable that we'll get there this year.

You are looking at it the wrong way. If someone wins on the upcoming draw, it is unlikely to make national news because the jackpot hasn't reached new highs, so whoever wins they can fly under the radar as long as they don't make waves that interest the liberal mainstream media, the only attention the winner will get is the media in the winners home state.

The cash value is high because jackpot annuities are invested in safe government bonds which yields very little. With the current cash value ratio most financial experts I have spoken with would opt for the upfront cash. Personally even if the cash value was less than 50% I would still take the cash instead of the structured annuity which pays the bulk of the payments towards the end.
