			<description><![CDATA[<p>While all of this may be politically expedient, I can tell you that this level of micromanagement and meddling will do nothing but hurt the available scholarship money. The lotteries will not have the flexibility they need to be able to maximize revenue to the state. The same thing happens when politicians start limiting the amount of money dedicated to prizes. Instead of increasing revenues, it makes people not want to play, and revenue goes down. Dummies.</p>]]></description>
