			<description><![CDATA[<p>He was convicted in Iowa and appealed. The Iowa court dismissed one count because it was outside the SOL. The other count they reversed bc of jury instruction error and ordered a retrial. However, while the appeal was pending, Tipton pled guilty in Federal court and the Iowa prosecutors agreed to dismiss the Iowa charges because of his federal plea. He got away with nothing.</p>]]></description>
