You as the giftee have to report that you gifted the money on your tax return if you go over the 14k yearly cap so the government can track it. Then if you hit the lifetime gift cap to that person you pay taxes on it. You do not have to pay taxes twice. You could claim it under your name, get the money and set up a trust later. But your tax situation could change if some of the money goes into a charitable trust or you give a lot away. I think you would not owe as much in taxes. What if the winner dies between the time of claiming it and it going into her accounts? They need this info upfront even if it simply filling out a form and saying it should be dispersed according to my estate plan and they need to know who has her power of attorney if she dies. It was her choice to claim when she did and she can start setting up her trust, lining up her team between now and when the funds hit her account. Remember trusts involve multiple documents and states cap at usually a few million as to what can go through a trust vs probate. So the pour over will for money outside of the trust is even more important. My far less complicated trust involved two meetings and one conference call .
