			<description><![CDATA[<p>I agree. But some well educated judge said differently when giving his reasoning to allow a winner to claim anonymously in a state who&#x27;s rules govern naming. His citing was all the hounding phone calls this person would be exposed to. Guess getting a burner phone,changing number or not answering it....is not an option for a well to doer.<br /><br />On topic. A lady in upper pa,won a million dollars twice on scratch off at the same store. 			<description><![CDATA[<p>Having worked behind the counter of a place that sold scratch tickets, it didn&#x27;t take long to figure out that certain numbered tickets could be winning tickets. I was never a big scratch off player but did see the methodology the lottery applied. Not too difficult. And yeah, they need to let winners have their privacy.</p>]]></description>
