			<description><![CDATA[<p>While I completely agree with you LIGB, Texas seems to be the only state that I am aware of that pays out what it advertises. They sure do NOT in Tennessee. I have no idea what the reduced rate is or if they even offer it, here. It states on the back of our scratchers with a $1 Million or more grand prize $1,000,000 prizes will be paid over 25 years and the same goes for $2 Mill or $3 Mill.<br /><br />Still a great win for these 2 guys and being debt free has a nice ring to it.</p>]]></description>

Let me get this straight, they won a million but actually receive 634 thousand after taxes, divided by 2 equals 317 thousand each and they still owe tax withholdings on that amount? HUH?
