			<description><![CDATA[<p>DC government is notorious for not being able to manage their own affairs. This is the major reason proposed statehood fails each time. I have a couple of attorney friends who make a good living filing cases against DC government but when they win, they have to file another action to compel DC to pay.</p>]]></description>
