			<description><![CDATA[<p>I think that it&#x27;s done in proportion to the population therefore in proportion to the amount of players. This is equivalent to larger bordering states having a 5 ball Lotto draw that starts at $1 mil. (annuity) and grows by $100k each drawing. Therefore being a less populated state it&#x27;s starting at $250k.
