El Gordo doesn't just mimic a raffle, it IS a raffle. The raffle games that were introduced in the United States starting around 10 years ago were a direct attempt to bring an El Gordo-style Christmas game to the US. It was only partially successful because most states have abandoned the format.

I cannot discern how much the top winner won and reading about it with all the twists and turns it has I'd personally just prefer a regular old fashioned national Raffle style game. It almost seems El Gordo mimicks a raffle, but honestly don't know.
