This should be common Sense. Think of it this way when you file tax they ask you for your state tax and also for your out of state Tax. So if you live in New York and won lottery in Ohio you have no business filling Ohio tax in New York tax. They will ask you How much did you earn in New York state you say $0 So tax $0. You'd have two options. You could pay the OH income tax on your OH income and pay the (10.9-3.99%) remaining tax to NY, or you could move to OH before claiming the prize and pay the 3.99% just like other OH residents.

it is a cheap, and simple solution to fix a lot of big problems in one's life .:) [unless, your wife dibs 50% of your money ]

I think the lottery people should take 25% cut of the jackpot only, give 25% back to players, then beef up those second, third, fourth... tier winnings when the jackpot is hit (after all it's people's money, not lottery people's money).

It's not the numbers in and of themselves that made them win - the system does not throw out numbers just because it's someone's birthday or shoe size. They just get lucky that the numbers they picked, birthdays shoe size or otherwise, got drawn.

If people won because of their special numbers, everyone would be a winner.

But humans like to sensationalize and try to attach meaning to everything, even where there is none.

-the greedy lottery people would get their 50% cut: $500M

-then Federal tax at 37%: $185M

-State tax (mine is %4.95): $25M

-you'd get =500-185-25= $290M or ~1/3 of the jackpot

I agree with you how people are so misinformed on how much they really get. if people really did the math maybe they would understand better.

If I were to hit at least 5 numbers, I have ideas what I would do with it.

No it is not evident that winning the lottery is not with manifestation, birthdays, shoe size, horoscope or whatever else. At the end of the day you have not interviewed each and every Mega Millions and Powerball winner to find out what they did to win the jackpot. There are winners who win with quick pick numbers and other who win with their own special numbers. Most people who win with their special numbers do not reveal what the secret is because of people like you.
