Filling out play slips for a complete covering, even with automation, would take a lot of time. Add to that the paper management time and machine feed time for the play slips. A complete covering turns into a time management problem.</p>]]></description>

That doesn&#x27;t take into consideration the players who are picking their own numbers that will duplicate combinations that RNG may have given out. They showed up in VA with Lotto cards filled out with the 7 million+ Lotto combinations and attempted to buy all combos by distributing buyers throughout the state. The state lottery put a halt to the plan after they only bought about 2/3 of the combinations, but they still had the winning ticket, although another ticket also won.
