A bulk discount on courier markup is needed to bring the cost down low enough for winnings to cover costs.

How did the courier achieve an all-combo covering? Filling out play slips for a complete covering, even with automation, would take a lot of time. Add to that the paper management time and machine feed time for the play slips. A complete covering turns into a time management problem.

Well, I use a courier service to buy tickets in overseas lotteries..

The service I am currently using allows me to buy tickets in Powerball and MegaMillions (but not powerplay/ multiplier -- a previous service did.. Different purchasing model.. More on that later) and various other international lotteries (Euromillions, EuroJackpot, SuperEnaLotto, Uk, France, Spain, Poland, Germany...)

The tickets are sort of 2.25 x face value.. A Powerball / MegaMillions ticket is US$4.55.

Actually you are only half right and half wrong. Using a courier service in another state that doesn't tax the Lottery win other than the required Federal Tax in that state doe not require you to pay a State Lottery Tax in your home State. You can claim your winnings in a state that does not collect state taxes along with the Federal Taxes, but in the State you reside in you will only pay State Income Taxes based off of your Federal Income Tax Filing, and you may have to show cause for the Addit... It was indeed a self pick ticket. They probably did have an army of people doing playslips, but they probably worked on them for some time before the winning draw.

I don't know, but I thought I had seen somewhere that RNG QPs do not repeat any combination until every combination has been picked once. That doesn't take into consideration the players who are picking their own numbers that will duplicate combinations that RNG may have given out. However, as I researched this win, I found one article that said the winning ticket was self picked numbers. Unless you also live in a state that does not tax the lottery, it would not likely benefit you. Remember both the state where you live and the state where you purchased will tax a lottery win. It is not double taxation since you get an offsetting credit.

IIRC long after this happened Nevada allowed casinos to put in Mega Millions progressive jackpot slot machines.

Whenever anyone in the atate played one of these machines the jackpot progressed. Because of the Aussies and what they did withg the VA lottery the casinos in NV did something or tried to do somethiing to stop around the clock team play but the aound the clock team play didn't last anyway once players thought about how many ways they would have to split the jackpot.... Have a lottery pool feature on this site, that you can join once you're logged into the Lottery post website, and a public hidden background profile area just for the pool? Why not? I am intrigued about these lottery courier services. Who uses them? The only other time I have heard of them was when an Iraqi citizen used one and won an Oregon lottery. Based on this article, could someone use one of this services if they wanted to purchase tickets in a state where one is allowed to be anonymous? Are these services for state lotteries only or for Powerball and MegaMillions too

This same plan was followed by an Australian group back in the 90s. They showed up in VA with Lotto cards filled out with the 7 million+ Lotto combinations and attempted to buy all combos by distributing buyers throughout the state. The state lottery put a halt to the plan after they only bought about 2/3 of the combinations, but they still had the winning ticket, although another ticket also won. I read the article while on my way to the store to buy my $3 Powerball ticket for Mondays draw.

I almost made a U turn back home then I thought, I am the 8% and I still have a chance, so still got my ticket.
